Funded by the Trade & Industry Dept. of the Hong Kong SAR, and supported and developed by The University of Hong Kong, the SMILE-SMC web-site was developed from Nov. 2003 to Feb. 2006, with strong industry inputs. SMILE-SMC first focused on improving the competitiveness of 'Small and Medium Contractors' (SMCs), but was soon found useful for all Contractors. The ultimate aim is to develop the follow-on SMILE-NET web-site into a valuable information resource and knowledge exchange platform for the whole construction industry. |

In June 2007, The University of Hong Kong (HKU) signed an agreement with China Trend Building Press Ltd. to implement the Phase 2 development and operation of the SMILE-SMC web-site. Aiming at spreading and multiplying the site's benefits to a wider community, China Trend will also be responsible for the continuous up-dating, upgrading, maintenance and further promotion of the Phase 2 website, named SMILE-NET. This site will also include companies and users from Mainland China, as well as overseas.
